In the information age, the Internet has become indispensable to people's daily life. In society, all of the people are using the advantage of the Internet to make their work more convenient and efficient, and the field of education is no exception. Especially for the majority of primary and secondary school teachers. Since the implementation of the National School Link project, all of the primary schools around the country have had the conditions to connect to the Internet. In the new era, teachers also made the Internet become the powerful tool for their work, and there are more and more people beginning to pay attention to the Internet's role, that supports teachers' teaching and research. So taking the advantage of the Internet to innovate the way of teachers'teaching and research has become the trend. The sorts of teaching and research sites all around the country are good evidences. However, we have to realize the truth that there're many problems in the process of construction and management of these sites, although the number of the teaching and research sites is large. And the construction of the platform is very important to this new way of teaching and research. Therefore, the author made a series of studies about how to build a good network-based teaching and research platform with the perspective of knowledge management.The research has been carried out from theory and practice. In theory, we reviewed the relevant information using the literature research methods, and summarized the characteristics about the knowledge management-based teaching and research platform, and proposed a series of strategies which apply the theory of knowledge management to the design of the network-based teaching and research platform. In practice, first of all, we used the case study method to analysis the functions, features and shortcomings of the existing network-based teaching and research provincial platform, then, proposed the idea that using knowledge management theory to design the network-based teaching and research platform. After the analysis and summarization in detail, we fixed the function structure which takes different processes of the knowledge management as a core, and according to this, finished the design and implementation of the knowledge management-based teaching and research platform. The platform mainly includes knowledge sharing module, knowledge creation module, knowledge acquisition and storage module and platform management module. These modules are composed by teacher space sub-module, teaching and research groups sub-module, school communities sub-module, collective prepare-lessons groups sub-module, teaching and research announcements sub-module, knowledge resources sub-module and searching knowledge sub-module and so on, which constitute the users'interface layer to achieve specific functions.The characteristics of this study are combining the knowledge management theory with the teaching and research and taking advantage of the superiority of information technology to design a network-based platform which helps teachers carrying out teaching and research activities in different time and different place. This platform could tap the tacit knowledge in the teachers' organization effectively and improve teachers'knowledge sharing initiatives and the innovation ability of the whole teaching and research organizations. Using this platform can utilize the information resource shared by teachers to the maximum extent.This article is divided into seven chapters. The first chapter discusses the background and significance of this study, analysis on the domestic and foreign current situation of this study, an overview the research content of this study. Chapter II overview the connotation of the relevant concept related to knowledge management theory and network-based teaching and research platform, analyze the theory of knowledge conversion in particular. The third chapter takes the provincial teaching and research sites in China as the survey targeting, researches the features, characteristics and problems of these platforms. Chapter IV proposes the strategies that applying the knowledge management theory to design network-based teaching and research platform. Chapter V designs the system, functional framework, workflow and database of the platform in detail. Chapter VI introduces the key techniques and the developing environment of the platform, and describes the implementation of the platform modules in details.
