With the economic globalization and the aggravating competition in market, competition among enterprises will be transformed into the competition among supply chains. Promoting information communication and sharing among supply chain partners with advanced information technology and wired/wireless network technology will become the core competitiveness of modern enterprise. While management and scheduling of vehicle transport in logistics is the main way to realize the core competitiveness. However, most Chinese enterprises have not put the Logistics Information on the strategic perspective, most of them construct logistics information system only to satisfy the need of internal management. It has caused the forming of isolated information islands and neglected the construction of logistics information service system. This is the real reason why China's logistics costs is nearly22% of the entire GDP while it is much lower in some developed countries, take the United States for example, the costs is only 10% of the whole GDP.Based on this background, the paper designs and builds a transparent platform for logistics and scheduling of vehicles, it also provides a new scheduling algorithm for dynamic load balancing. The platform not only has high throughput and affordability but also has high scalability. Besides, it has a high degree of transparency, wholesome design and firm databases. Referring to its multiple functions, it has the functions of intelligence scheduling, mobile communication, voice brocast, instant messaging and so on. After the long-term proof of the actual operation in this system, under this server framework, the scheduling model of logistics management processes and collaboration throughout the supply chain can improve the levels of customers'services.This paper firstly introduces the research at home and abroad, as well as related technology used in the modern logistics information system. Then, this paper designs and builds a transparent platform for vehicle scheduling logistics by researching and analyzing the transparent mode of logistics information management, clustering technologies, load balancing ideas, and also by using a large number of practical logistics information needs. At the same time, through the research into typical of the Linux kernel scheduling load balancing algorithm, a receiver-driven scheduling algorithm for dynamic load balancing has been provided and implemented. Then it gives a detailed analysis and introduction of the realization of the logic on the application layer, which is the the main module of load-balancing node. Finally, it proves the feasibility, security and efficiency of the system by testing the function and stress of the system. Also through the actual operation of the server cluster in the telecommunications room proves the stability of the system.
