With the popularization and application of the computer networks, it becomes a tool to obtain and disseminate information. Obtaining information from the Internet more and more increasingly becomes an important means of access to information. The dissemination and service of Family planning is an important part in family planning work, in which publicity and education plays an important role. "Guizhou Population Network", as publicity carrier of the Population and Family Planning work, exists some problems in the application process, such as:single form, tedious content and so on. For a long time, click-through rate is not high and the website popularity is not enough, not fully promoting the advantages of the network. To increase web site hits and increase publicity, the entertainment-related game is introduced to rich the content through which the audience may understand and obtain Specific knowledge about how to bring up their baby. Taking a set of Interactive Games of publicizing Population and Family Planning, a variety of scientific knowledge about the care of children is introduced, which allows people to learn how to bring up children scientifically. The educational game software designed for the application of family planning has an important propaganda value and practical significance.While this paper firstly introduces the background and significance of the system development, system development tools and development technology, system requirement analysis and feasibility description are done. The target system implementation is introduced in the overall design stage. The knowledge of parenting baby runs through all the game related scenarios, which gives the system functions and performance an division according to module. And then the overall design proposal is refined in the detailed design stage. In addition, the object-oriented methods and techniques are used for system analysis, design and UML modeling. At last, according to UMLmodel, based on RPGXP development platform, the implementation process of key modules of the system is given; the design method of the incident command functions and dynamic interactive scripting language Ruby is described.Based on the educational knowledge background, the multimedia education game software is analyzed, designed and implemented. Education game software installed the common parenting skills, including:baby feeding process, baby weaning process, baby disease dealing process, baby bath processing, and baby learning process, etc..The purpose is to let people learn educational knowledge through the interesting game for which can strengthen players'understanding and memory and improve learning effect. Game adoptes object-oriented software design method to analysze and design the system, and finally achieves a parenting game prototype.
