As our country pays more attention to the issue of poor students in colleges, increasing amount of poor students are able to enter the school by means of a variety of subsidy policy. Colleges shoulder great responsibility to help poor students complete their studies successfully. However, the task of poor students'management still remains at the phrase of initial operation for a spate of colleges, and hence the problems such as low efficiency, poor flexibility, high rate of defects and errors commonly exist. In this case, it becomes necessary and imperative to develop a college loan system suited to the practical needs of colleges, in an effort to improve efficiency and to save manpower and time.This paper is designed to set up a college loan system based on the practical needs of the task to help poor students through loans in our college. The system mainly includes a portal, news announcement subsystem, documentations receiver subsystem, limits of rights, back-office management subsystem and the student application verification subsystem, which consists of four modules of the verification of poor students application eligibility, scholarships applications, work-study applications and school loan applications. It helps to attain the achievement of the application and verification of various projects for students, the release of on-line information such as school bulletins and policies, the sharing of the user information and exchange of views at all levels. All the above basically cover all the aspects of the task to help needy poor students through loans, which greatly improve work efficiency.Main tasks of this article include:firstly, conducting the research and analysis of open-source framework Struts, Hibernate and Spring and then combining their respective characteristics into a multi-layer framework for SSH in an attempt to fully bring their respective advantages into play and reduce the coupling coefficient at all levels in the system. The research analyzes the role-based access control (RBAC), and uses RBAC to achieve the back-office Privilege Management subsystem, which greatly improves the flexibility of the system authorized. This article offers a detailed analysis and description of the underlying significance of the system development, system demand analysis, structure design and system implementation. It is proved that this system meets the specific requirements of the school poor students management task, and is characterized by its user-friendly feature and high stability, which effectively improves the work efficiency.
