The China Community To Jointly Rule The Governance Model Study

With the beginning of the market economy in the 90s, the distribution of the interest is changing the social structure. The development of various types of social organizations leads to the profound changes in the urban society, which brings new opportunities to the reorganization of urban society and helps create a large number of new urban communities.China is at the stage of economic and social reforms. Under this special historical situation, the traditional community management model is not suitable for the development of the Chinese societies. Community management and community participation have become the hot topics in community management field. The development of the new community management model has been a very important theoretical and empirical topic in community management.According to the reform spirit, Pudong New Development Zone decided to explore the new "the union of zone and county, county managing communities" model on the basis of "cooperation between zone and county" to push the change of government function. In the mean time, it pushes the de-emphasizing of social emphasis and partition Chuansha area into 7 communities such as Huaxia community, which creates a community management model combined both commercial and governing.The development of model of the collaboration between commerce and governance is a result of organization and system renovation catering for the social development, government reform, the exploring of cooperation between government and society, and improvement of the self-sovereign people system.This paper proposes the cooperative model regarding the collaboration between the government and community based on the comparative analysis on foreign community management model, domestic community developing model, and the combination model of business and governance in Huaxia community.This paper provides empirical investigation for the governing model of Huaxia community of Chuansha New Town, which is established as a consequence of the comprehensive renovation of Pudong New Area.This paper plans to support the collaboration between government and community on the basis of local management theory, multiple focus theory, and people society theory. In this model, we emphasize the leadership of government, the collaboration between communities, and the participation of people. This model also requires that government, community organization, and community people all shoulder the responsibility of community development. Responsible government and people both play important roles in community management, and the commercial and governing platform under the leadership of community committee balances the relationships of multiple entities.
