The innovation of the urban community management model is a key element in community building and developing smoothly, especially in relation to the social operation well. It follows the principle of combining management to service to realize the integration of administration and community autonomy. District Government functions mainly in the political control and administration; Street Office locates mainly in coordination function; the community locates in the autonomous function. By allocating functions optimally, it will achieve maximum efficiency for its operation.The paper on the feasibility of a new model of community management combines with the practical operation of Community M in City Zhengding to adopt the case study method to test the feasibility of a new community management model. And by comparing between Community M and Community N in the city, it has shown the practical performance of the new model. At last, the paper has considered that to advance the community management model to change, it must be to insist on peeling off the administrative function, adjusting Street Office? function, recomposing the community autonomous system, coordinating government administration and community autonomy. Only in this way, it can promote the development of community building with a new idea, to ensure the scientific and feasibility of the new community management model.
