New curriculum reform advocate inquiry teaching. This teaching method played an important role in promoting students constructed knowledge, improving students sense of exploration and inquiry ability, training students have correct attitude to science. Most senior high school teachers have taken the initiative exploration and research of inquiry teaching. In some extent accelerate students transform their ways of learning. But it also exposed some questions. There are complicated factors that lead to those questions. But the main point is that most teachers do not understand the essence of scientific inquiry. Their comprehension of the inquiry teaching only stay at the operational level. They think that inquiry teaching is same as experimental course, the elements of inquiry is same as inquiry teaching steps.These errors understanding led to the inquiry teaching in classroom is not very efficient. And also cause that inquiry teaching can not really improved student scientific literacy. In order to make the most of teacher's get deeper understanding of inquiry teaching, make the inquiry teaching carry out scientific and effective, This article studied inquiry learning theory and senior high school physics instructional design. The research details as follow:1. Based on the summary of internal and external literature on inquiry teaching, analysis the meaning,implement condition and the basic characteristics of inquiry teaching.2. On the basis of analyzing and researching the theory of inquiry teaching, research implication, principle and basic elements of instructional design, constructed process model of instructional design about senior high school physics inquiry teaching.3. Research the design Strategy about teaching objectives, inquiry situation, inquiry content, instructional schedules and evaluation.4. In this article two teaching models has been put forward. One is inquiry though thinking leading by teacher, the other is inquiry though students experiment.Based on the analysis of inquiry teaching and instructional design, This article draw the conclusions as follow:1. Inquiry teaching is not only a teaching model, but also is a teaching philosophy.2. Not all content is suitable for inquiry teaching, discrimination teaching content according to their mastery of knowledge or promote development ability for student.3. Instructional design must according to physics curriculum standard, physics textbooks, the principles of instructional design and learning characteristics of students. 4. Instructional design should be carried out according to three levels. First, the general design plan, Followed by the specific design of the operating system. Finally, design the feedback system.5. Experiment just is a way to gather evidence or information, not representative of the whole process of inquiry. There are two forms of Inquiry teaching:explored by experiment or thinking.
