In order to achieve basic education by leaps and bounds in rural areas of our country, sharing high-quality education and teaching resources, narrow east-west and urban-rural gap in basic education, the state was launched in May 2003 and implemented the modern distance education project in rural middle and primary schools. Since 2003, the end of 2007 and spent nearly five years, focusing on equipment, configuration and environment construction, so that the rural teaching points, primary and junior high school all the coverage, since 2008, full access to resources, application stage. Since the project mainly rely on national inputs, and this large-scale investment mainly concentrated in the construction phase, after the end of the project construction tasks, how to ensure that the project resources for the smooth phase, to achieve coordinated and sustainable development is already a national and Local education departments are very concerned about important issues. Through the literature search found that the academic community in rural primary and secondary modern distance education project coordinated development of research in the lack of such, this paper on the mechanism for the coordinated development of the project have done in shallow research. For ease of description, this article will be of the modern distance education project in rural middle and primary schools as the rural distance project.Stand by distance education theory, sustainable development theory, coordinated development theory, this study chooses rural distance project of Shaanxi province as the sample. Based on system view, I selected pilot schools that combined with the level of regional characteristics for the study,and design questionnaires, collect, collate, analyze survey, summed up the issue further in-depth understandings to interview the pilot schools and education authorities.According to the questionnaire and interview data collected, I analysis the factors that restrict the coordinated development of modern distance education of rural primary and secondary schools in Shaanxi province. I used system method to establish a universal, feasibility coordination development mechanism of rural distance project.This study consists of five parts, the first part is about the research background, purpose and significance of the research to define the scope, content, and research ideas and methods, clearly defining the meaning of coordinated development of rural distance project and the research scope. The second part is the theoretical basis for the research, introduced the rural distance project,sustainable development theory and the theory of coordinated development, and coordinated development, rural distance project coordinated development mechanism and other related concepts have been defined. The third part is rural distance project analysis of the status quo based on the coordinated development survey. The fourth part is the construction work of mechanism for the coordinated development of rural distance project. From the perspective of rural distance project system,the study intruduces five aspects of mechanism for the coordinated development of rural distance project,including dynamic mechanism, macro-control mechanism, security mechanism, entity mechanism and human mechanism. It also introduced the evaluation of rural distance project coordinated development. The fifth part is the summary of the results on the study of sorting out the system, and also pointed out the shortcomings of the research.This study combines a comprehensive look at the practice of rural distance project co-ordination mechanisms, and raised specific strategies and approaches in rural primary and secondary schools to promote the coordinated development of modern distance education project. In this study, the data from a survey of project schools of Shaanxi Province, and these schools have a certain degree of representation and typical.It is basical a reflection of our modern distance education in rural primary and secondary status quo, therefore, the co-ordination mechanism that the paper built for primary and secondary schools in rural areas the development of modern distance education project has strong portability and scalability, making the appropriate adjustments and modifications,it can also be applied to other provinces and regions." Co-ordination and sustainable development mechanism of rural distance project " is a major bidding research topic of basic education in Shaanxi Province in 2008, and the research number is ZDKT08207. August to September in 2008, we started preparatory work, officially approved in October 2008, in August 2009 node title, in August 2009 by Shaanxi Provincial Department of Education organized the Expert Group of finished, relevant results from the Shaanxi Provincial Institute of Education Sciences published.
