Education is the important project, teachers are the foundation of education. Along with our country's higher vocational education being from small to big, and from weak to strong, which has realized getting outstanding development, how higher vocational colleges adapt to the development of strategic transformation of the new situation of higher vocational education from the connotation of scale, quantity, to quality and benefit. And building a personal capable, good quality, reasonable structure, combination professional teachers and part-time teachers, distinct characteristics, a relatively stable double-quality teachers'team, has become a hot spot of people's attention, as well as a real problem to be solved in higher vocational colleges.As the key of the promotion of the higher vocational education teaching quality, the problems about the construction of double-quality teachers'team relate to the development of higher vocational teachers' professional career, and the development of higher vocational colleges. Meanwhile, they relate to the talent and intelligence which higher vocational education can provide to our economic development.The purpose of this paper is to discuss the problems that how we construct the team which constitute by characteristic, special "double-qualified" professional teachers, on the basis of examining the construction of our double-quality teachers team and analyzing the problems and reasons, and combining with the characteristics of higher vocational college,Higher vocational education has the features of professional, marketability, practicality, and social participation which determine the particularity of professional teachers in higher vocational colleges. Practice has proved that double-quality teachers should have become the best way to realize our higher vocational teachers'specialization. To construct the team of double-quality teachers has also become the basic direction to construct our higher vocational teachers'team in the next time.However, according to the social survey, because of the factors about the society, the education, the school and individual teacher, now double-quality teachers'team construction still has some problems in our higher vocational colleges, such as the concepts slightly behind the irrational structure, unreasonable structure, not perfect in training, the lack standard of management etc. Combined with the practice of our higher vocational education, the experience of Germany, America, UK and other country, the construction of our "double-qualified" professional teachers'team, should uphold people-oriented, update the development concept, clear guiding ideology, emphasizing professional development, and outstanding competence-based, and should clarify double connotations as the breakthrough, formulate certification system, construct the title, perfect the system of promotion and assessment, consummate the construction about system. It also should strengthen teachers' professional ability, clear thinking, planning training education plan, innovate the mode, and pay attention to the construction of training base, as well as construct a learning-style teaching team, construct personnel echelon, develop part-time teachers, and optimize the structure of team.
