School Choice in China mainly occurs in the field of basic education, especially in compulsory education. However, because of the implementation of the nearby enrollment policy, selecting school freely is not allowed. Since 1990s, School Choice behavior in the field of China's basic education happened more frequently and blew up a so-called school choice "hurricane". School choice has gradually become a hot social topic and it is also a focus that concerned by the government and the education sector. School choice is related to the interests of millions of households too. The United States already gone through the current problems which our country is facing; many of its experiences and practices are worthy of being learned and emulated. The school choice system in the United States is more mature, and school choice is considered the most important area in educational research and policy. It is natural for us to learn from the United States. Through the comparative study of school choice between China and the USA, I believe that our government should grasp this opportunity and pay full attention to the policy-making and macro-control function, establish and improve the selecting school mechanism. Only in this way can we make a legal basis for selecting school behavior.The paper is consisted of six parts as follows:Preface includes how the problem is proposed, the definition of the basic concepts, research methods and the research significance.Chapter two details the development of Sino-US School Choice in basic education. School Choice in the United States has experienced the development of embryonic period, the formation period and the period of development. Selecting school not only takes many forms, but also guarantees the rights of school choice with a system design. After the birth of new China, China's School Choice also gone through three stages, the quiet period, the active period and the outbreak period. However, school choice within the public school system has not been recognized by the legal and the official.Chapter three, the comparative study of school choice causes between China and the USA. In America, School choice has a solid theoretical foundation and strong government support. The federal and local governments have issued policies to encourage school choice. School choice is regarded as natural rights, and the US government seeks a way to break the monopoly public school system. School choice in China originates from imbalance in the education development and lack in the qualified education resources. It can't satisfy the needs of the people.Chapter four makes a comparative study of school choice policy between China and the USA. From a synchronic point of view, the author makes a research in the school choice policy of the federal and local governments. From a diachronic point of view, the author details the treatment of high fees policy and the balanced development policy.After a comprehensive research in school choice between China and the USA, the author obtained some inspiration and recommendations. The author questioned the rationality of the nearby enrollment policy and made an analysis between the advantages and disadvantages of school choice. After realizing the importance of school choice, the author made suggestions as follows:seize and make full use of the opportunity, play the government role of making policy, and establish the school choice mechanism properly.Conclusion is the summary of comparative study on the action of school choice in basic education between America and China.
