Network democracy is a newly-emerged issue-following with the growth of internet technology in this century. In the school management, the students are more and more willing to participate in the school management due to the development of democracy awareness and popularization of hardware technology. And getting involved in school management through network democracy has become a real and most convenient way. In this article, the author will make a detailed research on the history of network democracy development and theories, and compare it to traditional democracy, on the basis of that, the author makes a clear definition of network democracy, which is the process that someone cultivate, strength and accomplish democracy by using network technology as a method, in the form of directly participation, featured by highly interaction in network space. It is a dynamic process from indirect democracy to direct democracy and an amendment and improvement of representative system, but not subversion or replace. The main features of network democracy are:interactive, anonymous, equality and openness.Under the circumstance that the main participating way of network democracy on campus is through BBS, this article is taking Fudan BBS as the case to analyze the positive and negative effects of network democracy in college management. After processing the data of recent typical cases and surveys, the article gives recognition to the effects of network democracy in driving students protecting their rights, enhancing school supervision, raising participate enthusiasm, and accelerating democracy decisions. Meanwhile, the article also gives out some flaws in the participating process:on the one hand, the contradiction and problem caused by students personal attitude and quality, on the other hand, as a school administrator, the school side has obvious imperfection in channel management and feedback system, as well as the lack of equality and democracy in network democracy. With two parts working together, they cause the indifferent attitude of participation, network violence and other extreme behavior.As for that, this article is based on united improvement of both school side and students side, gives out the modify methods. Such as, improving network democracy participating conscious, looking at the replenishment and improvement that network democracy brings to traditional democracy in a right way, and to assure the fairness of participating subjects and the democracy of participating process under the participating principle of network democracy; as for network democracy participating system, to clear up the channels and establish a series of listening, receiving, feedback system, to improve the efficiency of participation. As for the participating quality of network democracy, the articles suggests to enhance the education and training, to avoid the distraction of personal temper and negative elements to network democracy; as for the scope of network democracy participation, the articles suggests to widen the thought, combine the network and reality, help each other forward, and become a method of both school management and democracy development.
