From the competency proposed as the human resources management foundation, it has provided an effective safeguard for the employment, select, training, achievements and salary of talented persons. It also provides a key indicator to impel each subsystem of human resource to work smoothly, to promote organization's competitive power, and to win organization's competitive advantage.The university's function is day by day prominent in the market economy and knowledge economy, and the university teachers not only have undertaken the teaching and the scientific research tasks, but also many community responsibilities. The teacher is not only the factor which makes the university grow strong, but even more a manifestation for the social and the national knowledge level and competitive power. Therefore the research on the competency in the university teachers has the huge strategic essential meaning for the school, the society, and employment, select, appointment and the professional profession plan with university teacher. As the psychotechnics domain's competency research, it has involved many disciplines, and has the very important theory and the application aspect value.Theoretically, this thesis may make up that they only pay attention to the enterprise at present, but not too much attention to the Institution; only pay attention to primary and medium teacher troop, but not too much attention to the university teacher Only pay attention to the teaching counsels the personnel and the career guidance personnel as well as the university logistic personnel in university, but not too much attention to the university teaching and the scientific research teacher troop in the competency research. It may also further confirm behavior event interview law this model in the university teacher troop the competent strength modelling method, as well as confirmation questionnaire law in examination competence strength letter and validity.Practices, for teacher individually, it may help the university teachers to carry on individual professional profession plan, and is advantageous to continue the study and the acceleration young teacher's growth in the university. For the school competence research, may provide the references for the school talented person's employment, select, the achievements and the salary management.This research has first used the typical competence modeling method BEI law, unifies "University Teachers competence Dictionary" and "Competence Characteristic Checking list" to refine competence characteristic of university teachers, then has carried on many kinds of examinations to text two people's uniformity and reliability in the recording transformation and the extracting competence characteristic And on the foundation of the highest rank score and the average rank score, competence characteristic structural model of university teachers is established. In order to guarantee the accuracy of the university competence characteristic structural model, this research utilized the questionnaire law to carry on exploring and confirmatory factor analysis. On the competent strength structural model's foundation, we established "Behavior Self-test Questionnaire", then carried on the exploring test in the university teachers, after result analysis, carried on the questionnaire revised and carried on the official teacher behavior self-test. Finally carries on the confirmation analysis, and the confirmation analysis result proved that we carried on the BEI interview is correct and reliable.In the entire research's process, we have used the two-people-code technology that together which was used for the first time, and the two-people-code technology have been tested in a series of ways. After the confirmation analysis , we divided the teacher competence factors into subscale, and we carried on the analysis between subscales and between the subscales and the master list.According to the conclusions, several suggestions are proposed for prospective teacher selections, placement, performance appraisal, those who intend to be teachers in the colleges, teachers competency standards and qualification, teacher education, teacher professional development, and the future research.
