The transformation of government functions as well as the founding of modern school system calls for the establishment of a new type of positive relations between the government and the school, which is also a basic requirement of the educational reform and student development. Education order, education equity and efficiency are the main value targets pursued by the adjustment of government-school relations. The key to this adjustment is to protect and monitor school autonomy and its core segment lies in the transformation of government functions. Compulsory education is an educational system which, in accordance with the constitution of our country, ensures that all the school-aged children and adolescents are entitled to education for a certain number of years. It's mandatory and obligatory for the government to implement compulsory education. Our country is currently undergoing a new round of educational reform. The establishment of government-school relations in the stage of compulsory education is, therefore, an important issue to be re-examined. The stage of compulsory education mentioned in this essay refers to the current nine-year compulsory education (six years of primary school and junior high school for three years) implanted in most parts of the country.Starting from its basic definition, this article thoroughly examines the connotation and denotation of compulsory education and theoretically analyzes its attributes as public product from the perspective of public administration. In the meantime, by analyzing the ideas and concepts on compulsory education advocated in some developed countries concerning during the golden age of their economic development, we can roughly find that compulsory education has played a fundamental and decisive role in promoting economic development. This essay also gives a detailed analysis on how to correctly handle the relationships between the government and the school, focusing on the current situation of government-school relations in Qingdao and the problems that needs to be solved, and puts forward some corresponding proposals and policies. The article starts from treating compulsory education as a kind of public product. From the view of the perspective of nation, the article puts emphasis on analyzing the relations between the government and the school and analyzing the responsibility and obligation of the government treated as the main authority to hold compulsory education. The article also analyzes the right autonomy of the school to operate compulsory education. In the meantime, it also points out that we should attach importance to the construction of system during the course of rebuilding the government-school relations. The construction of system plays an important role in the establishment of the new government-school relations. It also has the important significance in promoting the progress of the society and the overall development of human being.Qingdao, as a national-level base for the reform of basic education, has offered many references and measures in terms of school teaching and education and the proper handling of government-school relations. Some of these measures have been promoted throughout the country. Theoretically and practically, the government has effectively assumed the responsibility for compulsory education throughout the country from all respects, such as, education policies, education funds, etc. The governments on city and district (county) levels strictly exercise administration and school-running in accordance with relevant laws and have already achieved positive results. However, due to various factors, there are still some obstacles hindering the development of compulsory education. In particular, the economy is relatively backward in rural areas, leading to hidden obstacles in government-school relations. In view of the current situation of China's rural education, the essay chiefly analyzes the existing problems in China's rural primary and secondary schools, then explores the relationship between the government and schools in rural areas, thereby providing some suggestion on how to fully promote the integrated development of urban and rural education.
