Nowadays, with the rapid development of science and technology , knowledge-based economy has just emerged, human capital and capacity-building for individuals and society is of paramount importance. Human development takes on an unprecedented trend of integration. The construction of learning society is both inevitable and necessary, but is very difficult in the less-developed areas. The ancient Arabs who were living in the desolate desert quickly and efficiently constructed a learning society and ushered the brilliant and far-reaching impact of Islamic Civilization. Their experience can be learned by the less developed areas. Therefore the core point of this paper is to study the enlightenment for the less-developed areas given by the Islamic Civilization.This paper focuses on the cultural perspective to reveal the basic experience of building a learning society by ancient Arab Civilization based on the original literature and many subjects by the anthropology holistic thinking and cross-cultural comparison strategy according to the distinct cultural identity.This paper is divided into five parts.The first part is to pose the issue. It addresses the significance of the less-developed areas to accelerate to construct a learning society and the distinct characteristics of a learning society. This part provides an overview of the related study and clarifies the value of the subject theory and practice.The second part addresses the theoretical perspectives and research methods. Firstly, this part divides learning into informal learning and non-informal learning and defines cultural learning from material, institute and sprit based on the core concepts of culture and other theories. According to the characteristics of the subject, this paper will use the basic strategy of collection of literature and comparison.In the third part "The Accomplishment of a Learning Society: Learning Practice in the ancient Arabic Civilization", the specific accomplishment of the ancient Arabic Civilization will be elaborated from the aspects of formal learning and informal learning, in order to reveal its notable characteristics of learning society. Formal learning is similar to campus studies, which include the studies in mosques and high-educational organizations; while the informal learning is similar to extramural studies, which include the studies in courts, libraries and academic journeys.The fourth part and the fifth part are concerned with 'the general experiences of constructing the learning society in the ancient Arab Empire: the construction of learning-promoting culture'. The former part mainly tells about the surface of the culture and the later tells about the essence of the culture. It comments on the experiences of encouraging, guiding and helping various learning activities. It also focuses on analyzing the importance of learning vocation, human nature, life outlook and knowledge view to learning goals, learning contents and learning methods. Meanwhile, and compared them with Christian Civilization during the same period.The sixth part focuses on the enlightenment from the experiences of constructing the learning society in the ancient Arab Empire to less-developed areas. The capacity-building in less-developed areas should concern with constructing the learning society in an all-round way, rather than lopsidedly depending on school education; Less-developed areas should be able to construct the learning society rapidly and continuingly; the basic mechanisms should be to construct a learning-promoting culture.In summation, compared with the present condition of domestic researches, this paper strives for borrowing the anthropological thinking consciously , elaborating the enlightenment from the experiences of constructing the learning society in the ancient Arab Empire to less-developed areas.
