More than 30 years of reform and opening up, our socialist modernization has made remarkable achievements. Masses of the people enjoy the reform and benefit form it. However, many new problems emerged in our modern time when the economic and political reforms have achieved significant results , especially the one that the benefit relation and contradictions of the people became more and more complicate, and such as urban and rural, regional, economic and social development is very uneven, employment, social security, education, health care and other vital interests of the masses are still quite prominent. All these result form the lack of attention to justice and in the process of the development of in the institution . And the problems have became the obstacles to a harmonious socialist society. Now our country is in the establishment of the new era when the well-off society is being built, and the socialist modernization is being greatly accelerated and a harmonious society is being constructed . At the time, how to settle justly the problem about the split and the imbalance of the benefit has aroused general concern of all people.Fairness and justice is the cornerstone of social stability. To achieve the balance of benefit in order to realize justice institution is an important orientation in the transition of the institutional development. The benefit split originates from the imperfection of institutional justice. The institutional justice results from the lack of institutional justice. Therefore, the construction of the balance mechanism of benefit is the way of benefit split. Firstly, the paper provides an overview of current theory about the balance of benefit. We must combine the values of justice with the social system. Only by this, can we realize a good balance of benefit situation.
