The rapid development of information technology has promoted the world into a digital era, at the same time, education reform and development will face many significant challenges. Along with education taking meaningful development, how to realize modernization of education and make people satisfied with education? All we need to do is find a solid "fulcrum" - Education Informationization. However in the field, how to effectively use the Internet, expand education time and space have become an urgent subject for managers at all levels to study. Whether the education sector experts and scholars or teachers and students inside the education reform are trying a new Web-based educational concept, teaching methods and learning styles. Education theme site is breeding at this background. Education theme site is an important component of the Education Information Network resources, but also a platform for new type of education and learning style, thus the pros and cons of the construction of education theme site will be directly related to the development of education information resources and the new type of education and learning style. Therefore, the specific and meticulous research and analysis of the education theme site is extremely urgent and necessary for the forefront, to provide them practical information and action to better serve the education and teaching.This paper is based on the study of Qingdao city primary education theme site, using access to documents, information retrieval, interviews, questionnaires, summaries and interpretations, and other research methods to analyze the status quo of building and applications of Qingdao City primary education theme sites. Then it vividly depicts several successful cases of the construction and application and analyses the cases from the points of interactive study,theme information and educational studies, which strongly illustrates the plentiful fruits harvested from the help and service of Qingdao city primary education theme sites. However, on the basis of the analysis, it also finds out the existing problems and reasons as follows. First of all, it is lacking of the guide of advanced theories and integral planning, specifically, weak in site analysis and design, lack of exact orientation, incomplete managing mechanism, disjoint of construction and application etc. Secondly, it is the regional and group imbalance in the construction and application. To deal with the problems, the paper puts forward a string of strategies and methods concerning managing mechanism, construction mechanism, training mechanism and evaluation mechanism. First and foremost, it tries to innovate educational consciousness, promote the information qualities of school leaders, teachers and students. Then, it needs to perfect managing mechanism, regulate construction mechanism, optimize training mechanism, esp. the training effects. As a result, what have been mentioned above will be better serving educational and teaching management.
