County (city) Level Of Open And Distance Education Cost Studies

Distance education is a new form of education which is based on modern information technology of internet, multimedia and so on. Developing the distance education is an important strategy to expand education scale, improve education quality, promote the running benefit and establish the lifelong education system. With the increasing process of its marketization, we should keep the cost and benefit in mind and promote the benefit through scientific cost management, which will not only influence the scale of distance education directly but also interrelate closely to its continuous development and more social benefit.As the basic unit to develop distance education in TV universities, a county-level TV university should be allocated with necessary equipments and facilities, enough teaching staff and administrative staff and other interrelated cost as well. A TV university will be confronted with a great deficit without a certain enrolling scale. Therefore, it has a great significance to analyze the cost of distance education in county-level TV universities.Based on relevant theories, this thesis analyzes the history and current situation of the cost in distance education home and abroad, discourses the cost structure in TV universities. Moreover, taking Tongzhou TV university as an instance, it also has a further study with demonstration on the cost structure and scale benefit of distance education in county-level universities. In combination with the features of the cost in distance education, this thesis puts forward the reflection and suggestion on how to lower the cost of distance education in county-level TV universities.
