Under the circumstance of the higher education becoming widespread, multitudinous universities face the imperious challenge of how to improve and enhance the ability of administrative staff to upgrade the level of administrative management and core competitiveness. They are the speculative problems that how to make the proper orientation of the administrative staff'function and effect in the system of university management, how to provoke their enthusiasm effectively and combine their own development with the strategic development of universities in the administrative staff troop construction of university.Using the mature theory and method of career management to conduct the career management of administrative staff of university has the important and profound meaning in improving the ability of administrative staff, in enhancing their recognition of their career, and in accelerating the specialization of their work. Finally,lift the management level and promote competitiveness of university. The author combines the theory about university administration with human resource management theory, using philological and comparative research means and correlative fruit in and abroad in the research in this paper.On the foundation of deep analysis on the current situation and the existing problem of human resource management of university administrative staff, the author has the deep and all-around research in the career management of university administrative staff. The main content and research way of this paper are:Firstly, according to the theoretic analysis of academic and administrative power in university, the author defines the relation and orientation between them. In the university power system, academic power holds the first place, while the administrative power serves as the executive and ministrant role. Administrative personnel should establish service awareness and put more emphasis on the service function of the administrative management. But overfull emphasis on academic power will lead to the subjection of administrative power to academic power. absolutely The independence and supervision function of administrative power to academic power is necessary.Secondly, using career management theory and practice in modern enterprise for reference and integrating the law of career development of university administrative staff, author defines the connotation of career management of university administrative staff. By comparing university teachers with civil servants, author concludes the unique feature of career management of university administrative staff. On the basis, author brings forward the point of view that in university administrative staff's career management, we should insist humanism, justice, intercommunity, the combination of personal and units, harmonizing career with family, etc. And also, author recount the content of university administrative staff's career management. All of those researches above settle the theoretic foundation of university administrative staff's career management.At last, according to the current situation in the troop construction of university administrative staff, author lodges the argument of executive mechanism and relative regulation about administrative staff's career management, and the problem that needs our attention in the career management of university administrative staff.
