Community Education is a combined system which uses the community as the defined education area and members of the community as the education targets. Its goal is to develop community and increase its member's quality of life. The community education in modern sense is an important part of system of life-long education and an important way to construct learning society. Community education was developed from Britain and America in the late 1800s.It has popularized in the western developed countries in the 1900s. In China,the modern community education system was formed around the mid-80s during the 20th century. This type of education activities satisfies community members'desires to enrich one's spiritual and cultural life, at the same time, it contributes to the achievement of community social stability, the improvement of national spiritual and cultural education, and overall quality as well. Thus it gained the widespread concerns in both government and society since its appearance.As a special form of education, the progress of community education is restricted by the reality of social conditions. Lishui city, as a less developed prefectural city in Zhejiang Province, is relatively backward in every condition and started a bit later in both research and practice of community education. Based on the actual situation in Lishui city, it becomes urgent matters to grasp the actual development of community education and to establish appropriate countermeasures to develop community education in Lishui. Aimed to get more theoretical support in speeding up the development of community education in Lishui, this paper started certain investigation and research. Meanwhile, its findings have strong practical significance and will play certain promotional role in developing Lishui's community education, improving the overall quality of citizens,promoting people's comprehensive development, establishing lifelong learning system which conforms to the development trends of knowledge-based economic society and lifelong learning society, and accelerating the development of local economy as well.This paper, using certain researching methods, such as investigation, literature reference, comparative analysis, made systematical analysis through collection of various useful materials and statistics of valuable data. This paper introduced the actuality and characteristics of Lishui's community education of recent years, and analyzed existing problems in it, and raised certain countermeasures and proposals as well. The paper is divided into three chapters.The first chapter is to define the related key concepts, and to expatiate on the concepts of Community and Community Education, and the relationship between. It also makes clear the important significance of developing community education.The second chapter analyzes the current situation of developing community education in Lishui, and points out the main issues existing in lishui's community education, namely the distemperedness of the leadership structure and operational mechanism, the insufficiency of exploiting the resources and information, and restriction of utilizing information and pre-establishment of evaluation system, and so on.The third chapter raises proposals in developing the community education in Lishui, such as: to improve leadership structure and operational mechanism, to organize the security system, to strengthen the contingent-building, to ensure funding of community education, to exploit its resources effectively, to perfect its base, to enrich its curriculum content, to develop human resources and invisible education resources further, to utilize information technology fully, to strengthen the information construction of community education, to establish its information organization, to improve its network platform, to strengthen its website construction, to establish its evaluation system and supervision mechanism, and to enhance its quality certification.
