At present, the majority of shaanxi universities have opened general curriculum one after another, but the most universities still paused in opening optional course's levels, but not developed from the education idea level. The general education is in a kind of awkward situation in the present higher education: on one hand, the importance of general education was affirmed unceasingly in theory; On the other hand, the importance of general education was neglected unceasingly in reality by the pedagogue.,which resulted in the separation of curriculum theory and practice,and is not favorable for development of students'innovation ability. The implementation of general education must be completed by the general educational curriculum, Therefore, truly realizing the general education not only needs to study general education idea,but also needs to carry on the discussion about general education.The paper selects the ordinary higher education of Shaanxi Province as the research background, and the general curriculum system of ordinary university as the object of study. Firstly, this article has made a brief summary for the domestic research condition of curriculum, then elaborated the importance of curriculum system in Shaanxi Province, and defined the concept of general education and general curriculum ; secondly, by using the Marxism about person's all round development theory, the education thought for all-around development and some related theories curriculum theory, the paper explains the idea of developing general curriculum, thirdly, through the diagnostic investigation and study,and using the full and accurate data and the reliable material, this paper carries on an analysis to the present situation of general curriculum in Shaanxi ordinary university, It also discovers some problems existed in the general curriculum: For example, teachers and students' understanding of general curriculum's idea is insufficient, the general curriculum is quite unitary, the result of curriculum is unsatisfactory and so on. By referring to some correlation theories , it analyzes the reason to the existence question; Finally, through learning from the successful experience about general curriculums in developed countries and the developed areas in China, from the goal construction, the organization and the choice of content as well as aspects of teaching way etc attempts to construct the general curriculum system in the Shaanxi Province ordinary university and proposed some suggestion. For example, further deepens the understanding of the curriculum constructs, perfects curriculum structure, improve teaching way, perfect and establish the curriculum teacher system as well as set up the special curriculum management structure and so on.The article uses literature review, the comparison test, the interview, questionnaire survey procedure to the investigate problems existing in arrangement of curriculums in Shaanxi Province ordinary university. Through processing and analyzing the data, pointed out main problems about the Shanxi university curriculums. It has significant reference meaning and referential value to science establishments and effective development of general curriculums in Shaanxi Province ordinary university.
