Ideological and political education for students plays an essential part in institutions of higher education. In the 21th century, we are face with a brand new situation in this area, but the actual effect of political and ideological education is more or less not so satisfactory. Therefore, how to improve the actual effect of ideological and political education for students in institutions of higher education, how to improve their awareness of ideological and political issues, and how to help with their overall development have become an important task for theorists and practitioners of ideological and political education.Actual effect refers to the effect that has been actually achieved; and the actual effect of ideological and political education refers to the effect that has been achieved in the area ideological and political education. The actual effect should be taken into account in every part of ideological and political education, as the starting point and also the goal to achieve. The research on it not only helps with the students' overall development, the education itself, but also contributes to the establishment of a harmonious society. The research involves the goal, the content, the method, the context, the mechanism and so on.Although much has been done to improve ideological and political education for students in institutions of higher education, problems still exist. Lack of initiative in educators, passive reception on the students' part, and out-dated and tedious teaching method all affect the actual effect of ideological and political education, which may result in lack of political awareness, selfishness, low morality, and disturbance in mental state.The research on ideological and political education for students in institutions of higher education should be based upon the measures that are taken. In order to improve the actual effect, the premise is to set new goals and content; the indispensable condition is to have competent teaching faculty; the center is to carry out student-centered education, including enterprise-starting education, the credit system, psychological education, and other new ways of education with the aid of computer; the key point is to explore implicit teaching methods, and make use of both implicit and explicit ways to arouse student's interest and initiative and change their opposing attitude. Only by doing all this can we assure the actual effect of ideological and political education.
