Stadiums and gyms provide the places for professionalsports games as well as those ordinary people who intend to do somephysical exercise. Therefore, these facilities have a great impact onthe physical business in China. The statistics show that thesestadiums and gyms are key factors that restrain the growth ofphysical activites among the grass-roots. The existing stadiums andgyms are insufficient to meet the demands of the grass-roots. As aresult, it's very difficult to further develop this course. On thecontrary, a lot of stadiums and gyms are not utilized fully. Some ofthem even lie idle there. Under this circumstances, the author aims toexplore the Snow-Charcoal Project. It is conducted by GeneralAdministration of sport of China and it aims to build stadiums andgyms in less developed areas.This paper investigated 8 sports facilities in two provinces ofHe'nan and Hu'nan. With the money funded by the sports lotterybusiness, General Administration of Sport of China built thesestadiums and gyms. A couple of research methods are utilized in thispaper, such as literature review, the survey, the field investigationand logical analysis. Various issues concerning the Snow-CharcoalProject are explored in this paper. First of all, the issues of how toconstruct these facilities as well as how to make an investment areexamined. Secondly, the issue related to the management of thisproject is covered. Then, its ecnomic results and the positive socialinfluence are explored. At last, various factors which have impact onthe overall interestes of the project are investigated intensively.According to the investigation, the project improves the backwardsituation of the sports facilities in less developed areas. Also, they are helpful in building a better living atmosphere and organizing thephysical activities for the grass-roots. What's more, they are wellreceived by the grass-roots. It shows that the benefits for thegrass-roots are equally considered under socialism system.In the meantime, some issues accompanied the construction ofthese facilities. Firstly, the backward enomical situation in someareas is ignored and the sizes of these facilities are too big. Secondly,too much money has been poured in constructing these stadiums andgyms; whereas, they can't be ultilized fully. Thirdly, these facilitiescan only provide very limited kinds of exercises. Lastly, the issue ofhow to manage these stadiums and gyms is negnected.It also shows that various factors refined the development of thesports business among grass-roots. For example, the economicsituation in the target area, the backward life style and the existingold management system. In the final section of this paper, the authoroffers some suggestions to these problems.
