Today the Internet is spreading all over the world and multi media technologies are widely used. As a result, the IT-based education methods, on the base of computers, Internet, and multi media technologies, have already become a hot education reform topic. The Internet technology plays a great role in education in China today.In present China, most education assessment methods are static, utilitarian and past-oriented, which are only rating systems. Unfortunately, student-individualities developing and experiences gained during learning are usually ignored by these assessment methods. New education reform should pay attention to the assessment process, full play the development function of assessment, abandon the simplex quantitative assessment modes and constitute qualitative ones. The new ones ought to be dynamic, developing and future-oriented. We should give prominence to their function of inspiring and feedback to promote the all life sustainable development of students. The connotation of assessment has changed from quantitative assessment to qualitative assessment. As a question urgent to be solved, a new composition assessment system should be established to adapt to the basic education reform connotation of based on process, promote development.Fortunately, with the development of information technologies, Internet brings us the possibility of setting up a web-based formative assessment system of talents. People have gradually realized that it is possible to provide timely, exact assessments. This thesis has discussed the topic of renovating traditional conception of assessment and establishing a new students-oriented and information era adapting assessment connotation. Furthermore, a new web-based composition assessment system has been designed.The first part of this thesis has expounded what is web-based composition assessment. Web-based composition assessment is an effective and scientific assessment mode, which combines web conditions and composition assessment. This assessment method is helpful for students to present individuality, stimulate creative desire and form a new teacher-student relationship. It is also very important to improve teaching effects.The second part has discussed the principles of web-based composition assessment. Because of the abundance resource and opening properties of the Internet, web-based composition assessment should obey following principles, such as encouraging, dialoging, students-oriented and the actual and visual combining.The third and fourth parts have discussed the contents and forms of web-based composition assessment. The contents should stress on two aspects: the comprehensive quality cultivating and humanistic quality cultivating. The Internet is very opening, so web-based composition assessment should aim to promote students making progress, inspire students interests and the assessment form should be easily accepted, opening and multiform. The forms of web-based composition assessment include diagnosing, dialoging, comparing and exploring ones.The fifth part has discussed the problems that we should pay attention to during web-based composition assessing. The Internet has also brought us a series of negative influence along with the benefits. As a result, firstly, we should be aware of the impact of Internet terms on standardization of language and lead students use them correctly. Secondly, we should work hard to improve the qualities of teachers and students to adapt to the era development.Web-based composition assessment is the combination of modern teaching techniques and traditional teaching means. It can arouse the enthusiasm and go-aheadism of teachers and students participating in composition assessment activities. Web-based composition assessment is very important for enhancing composition teaching and improving its level.
