Fiscal capacity is the fundamental quality that everyone must have in modern society. In the knowledge-based society of today, whether the primary students have the initial fiscal capacity will have underestimated impacts in the viability of their future direction of social development and in the country's economic construction. The study analyzes the financial status of the primary students in higher grades by questions. It turns out that there are a lot of problems, such as week concept, awareness deficiencies, lack of knowledge, capacity shortages, simple process, simple methods and so on.
