The Education Law of the People's Republic of China stresses that education shall serve the construction of socialist modernization, be combined with production and labor and satisfy the needs of training constructors and successors with all round development of morality, intelligence and physique for the socialist cause. This educational policy not only points out the direction of the educational development of our country, but also brings forward the programmatic requirements and determines the social direction of the campus culture for universities and colleges. In other words, we should persist socialist education, serve the socialist modernization, combine study with labor, and foster successors with all round development of morality, intelligence and physique.With the advent of the information age and the widespread application of the Internet, the barrier function of colleges and universities is weakening or vanishing, and it is of no use blocking or banning such development. The only way out is to adjust ourselves to the new situation and take advantage of the trend to improve students' personal qualities, such as the cultural quality, the moral quality, the esthetic quality, the skill quality, the mental and physical quality, etc. And in the meantime, we can create new growth points for the campus culture and build up a campus culture that conforms to the requirements of present time. But students cannot only be the passive participants in this process, but should be important hatchers and inventors. We offer more opportunities that can help students practice self-designing and self-training, from where they can receive self-education out of campus and steping into soceity. The brand-new relationship between the contemporary universities and the society makes the traditional estimate of the university value and culture unsuitable for the requirement of the advancement of modern society. Therefore, we have to realize the benign interaction and the fusion between the campus culture and the social culture, which is a process demands to follow the directive principle, the open principle, the dominant principle, the integrity principle and the long-term principle, and thus provides a cultural pivot for the innovation of the university moral education.The exposure of universities and colleges to the society and a combination of the campus culture and the social culture enables the moral education of the contemporary universities to have more pertinence and effectiveness. The moral education is not the empty and rigid theorizing, but should cultivate students' moral emotion and moral awareness in the process of understanding the society and experiencing their lives. Consequently, it will be easier to develop the overall personality of universities and colleges, and cultivate citizens with good senses of social responsibility.
