The author of this paper has worked in universities personnel management at the first line for a long time, and mainly is engaged in the work of troop construction. I fully realized that the university teachers are the main army of the school discipline construction, the talented person cultivation, the scientific research, and is the school sustainable development basis. How to strengthen the school vigor, and display the advantage of talented person resources, how to effectively dispose education resources, and to raise the school level and the school benefit? How to develop the individual teacher consistently with the school's whole development? This also is decided in the very great degree by the establishment and the consummation of drive mechanism. Through the higher education management theory study, the author thought to unify the drive theory with the universities'management practice. The study of the drive mechanism of university teachers, therefore has the count for much significance. So the author chooses <> as the title of the paper. This is based on the official work in which the teachers find the problems in the colleges and universities. Through thorough research, the author proposes the realistic method. This is meaningful to consummate the university teachers drive mechanism and construct the school teacher troop.This article is on the foundation of the analysis and summarization for western drove theory, and the author analyses the universities teacher drove and the drive mechanism research present situation in Shandong Province. I further propose the question which needs to study and to solve. We thought, in the long past time, the university teachers mainly depend on the ideological mobilization, moral impel, honor drive and so on to stimulate their enthusiasm and creativity. Wage payment system which starts from the beginning of 1990s, and the distribution system reform which started at the end of the 90's, these are precisely because of realization of the question's gravity. These reforms have a profound effect on arousing the teacher enthusiasm and establishing the teacher drive mechanism aspect. But the problems in the universities teachers drive mechanism are also obvious. E.g: the social environment for the university teachers'drive mechanism is not loose enough. University teachers'appointment system is not very perfect. The appraisal inspection method for the achievement of teachers'works is not scientific. The design of reward system lacks elasticity. The understanding of teacher's need is not enough. The measure of stimulation is not standardized and instituted.This paper models the management study, the psychology of management, the human resources management and the development, the education administration study, behavioral science. The author uses the method of the theory summarization, literature analysis, questionnaire survey, and individual talk, and analyzes the drive mechanism adopted by several main teachers'universities in Shandong Province in the past years. According to the drive theory and some successful experience in several universities, and aiming at the problems of the drive mechanism existing in Shandong Province high colleges and universities, the author proposes the measure and the suggestion to improve and optimize the teacher drive mechanism of high colleges and universities in Shandong Province.The outline of this thesis is: The first part is to originally definite the research question. The second part is to explore the importance and necessity of drive mechanism set up in high colleges and universities, using drive theory and basic principles. The third part is to make use of the theoretical method---------investigation and study, analyzing the whole constitution of the teacher drive mechanism of high colleges and universities in Shandong province and at the same time, based on the above analysis, to explain the problems existing in the mechanism and the reasons influencing the mechanism. The forth part mainly discusses the basis consummating the teacher drive mechanism of high colleges and universities in Shandong province. The theories include the content drive theory, the process drive theory, the behavior rectifying drive theory and the synthesis drive pattern theory as well as the enlightenment by these drives theories in the process of the construction of the mechanism. Based on the analysis of the teachers'work characteristics, individual features and demand characteristics and the experience of the drive mechanism, the fifth part puts forward several imaginations to improve the mechanism, including three parts: reforming the present title comment and hire system and carrying out the standard post appointment system; continuing deepening the distribution system reform in universities and setting up the salary assignment drive mechanism according to the energy level; establishing the scientific and reasonable achievements examination and critique system. In the end, the thesis summarizes and looks forward to the establishment of the teacher drive mechanism of high colleges and universities in Shandong province.After the university education enters the popular stage, the university teacher resources cannot meet the demand for the higher education in quantity or in quality. Therefore, the university must base the full discovery of effective teacher resources besides introduces the high level talented person positively, and implements the full effective drive to the teacher. The present university has the drive measure which does not work. The drive effect is not obvious. The research carrying on the university teachers'drive mechanism has the extremely vital practical significance. This requires that general theorist and administrative personnel such as the author under the thorough understanding of drive principle premise, study unceasingly the new situation in teacher management, drive the theory and the university management practice to unify, take the effective drive measure, enhances teacher's working efficiency, promote the school quality and the benefit, thus impels the entire higher education enterprise's development.This research carries on rational construction on the drive mechanism in high colleges and universities of Shandong Province, and proposes the policy suggestion correspondingly, and this will be helpful in promoting the unceasing consummation and the innovation of the national high colleges and even the national university's drive mechanism.
