The hope of one nation bases on the education, while the hope of the education bases on the teacher. Teachers shoulder the holy task of enhancing the whole people quality. To strengthen the building of teacher is an effective assurance of the development of the nation's education. Teachers' quality influences the quality of teaching directly.Since 1993, to enhance the quality of teachers wholly and to educate a group of high-quality teachers, China has promulgated the "law of the republic of china on teachers", the "rules of teacher's qualification", the procedure of implementing the "rules of teacher's qualification", which established the system of teacher's accreditation legally. The standards of teacher's qualification are the premise of advancing and implementing the system of teacher's accreditation. To constitute the scientific standards of teacher's qualification plays a significant role in building a system of teacher's accreditation, which is based on a teacher's ideal image. This study focused on the cognition process of the teacher's ideal image, development of standards of teacher's qualification, and tried to discuss the standards elementarily based on this ideal image.Four Parts:Part 1 referred to relation between the ideal image of teachers and the standards of teacher's qualification. Analyzed this relation theoretically by studying some relevant literature as to show the necessity of establishing the standards based on this ideal image.Part 2 referred the study on the cognition process of the teacher's ideal image, and the development of standards of teacher's qualification. This study took the U.S., the first country owned teacher's accreditation system, as the main object of reference. It was to illustrate the relation between the ideal image of teachers and the standards of teacher's qualification, by reviewing the ideal image and specific standard of every period. It took the development of teacher's ideal image and standard in Japan, the first country owned teacher's accreditation system in Asia, as another evidence as well.Part 3 referred to the study of the ideal image of teachers and the standards of teacher's qualification in china. By reviewing the history of teacher's ideal image in china and the efforts on establishing standards of teacher's qualification, we can find that we must conceive the standards based on the cognition of the teacher's ideal image.Part 4 referred to a proposition that established the standards of teacher's accreditation based on the ideal image of teachers. According to the study in the U.S. and Japan and the fact of China, it tried to conceive the standards based on the ideal image.
