Quality education, educational imformationization, and the wave of new curriculum reform have brought great strike against all the links of the basic education of our country. Meanwhile, it has also brought us many new opportunities for development. One of the prominent representation of such opportunities is the establishment of both the achievement of teaching and research activities and teaching and research center based on the Network circumstances.The study first discusses the appearance and development of teaching and research activities based on Network circumstances by looking through literature and combining the investigation of current situation both abroad and at home; then, choose 3 typical cases which have been further dissected through searching literature and analyzing and summing up. It reveals the 4 distinguishing features and 4 main functions of the present teaching and research activities in China based on Network circumstances, and discuss the ways of organizing and managing in such circumstances.The features for teaching and research activities based on Network circumstances are:(1)the change of the subject of teaching and research activities;(2)the change of the circumstances of teaching and research;(3)the change of content and aims for teaching and research activities;(4)the change of the way for organizing.The functions of teaching and research based on Network circumstances are:(1) the achievement of exchange activities crossing space-time and people;(2)facilitating the teachers' professional development in information times;(3)supply efficient and multiple active development for teaching and learning corpus;(4)create energetic and powerful new web-classes.The ways of organizing and managing teaching and research activities based on Network circumstances are :(1)as to the activities organized by teachers, the features are: it is from self-managed by individual teachers to team-managed by teachers own initiative organization;(2) as to the teaching and research activities relied on teaching and research sections, their features stand in level managing, namely, the teaching and research activities are developed by superior and inferior in coordination based on Network circumstances.
