This paper, taking primary and secondary school teachers mobility as the object of the current research topic, adopting the external theory as theoretical tools, utilizing cost-benefit analysis method for basic research methods, has established primary and secondary school teachers to external mobility of theoretical analysis framework, and thus examines the economic plausibility of primary and secondary teachers flow activity, with a view to improving primary and secondary school teachers flow disorder, and the one-way, ignoring social costs of the situation.Based on the concept of externality defined and external theory interpretation, the thesis regards primary and secondary school teachers flow as an economic phenomenon.
