After entering the 21st century, the scale of the higher education in our country is developing at a high speed, and the higher education has already being on a popular stage. However, in the new situation, new problems appear: how to improve the quality of higher education in China and how to make a harmonious and persistent development of higher education? The key measure is enhancing teaching material's construction, which is one of the important aspects of specialty construction in universities, subject construction, course construction, teaching innovation and improving of teaching quality.The paper studies the western science & engineering courses, which train engineers more efficiently, then it makes some requests on teaching material's construction for training science & engineering talents with innovative ability. In addition, with the guidance of two psychologists' theory, the paper carries out an exploration to the teaching material's construction based on 'Electromagnetic Fields and Waves'. The paper pertinently makes comparisons of structure, teaching content, examples and exercises of internal and oversea teaching material, then offers some suggestions about the teaching material's construction of 'Electromagnetic Fields and Waves'. Moreover, the paper designs a structure of teaching material from both macroscopical and microcosmic angles, and particularly discusses the update of teaching content, humanism education and dissertation presentation. We believe that the investigation of this topic is able to offer a helpful instance and reference of improving both the teaching quality of 'Electromagnetic Fields and Waves' and science & engineering talents' training.
