Financial funds in the field of education includes budgetary funds and extra-budgetary funds in china. While extra-budgetary funds effectively suffice the inadequacy of budgetary funds, it contains various problems. Based on the analysis of these problems, this thesis puts forward correspondent management measures of extra-budgetary funds to guarantee the scientific, reasonable and efficient utilization of it.The thesis comprises three parts. Part one is a general review of extra-budgetary funds in the field of education, which concerns the significance of its in the entire state extra-budgetary funds, demarcation and classification of extra-budgetary funds in education. Part two elucidates the various problems of extra-budgetary funds in education from the aspects of its scale, collection, and utilization. Part three explores the factors that rouse such problems mainly from the respects of its characteristics, educational organization, management, and regulation, on the basis of which correspondent measures to the problems are proposed. Reducing the scale of extra-budgetary funds in education to rationally restrict the scale of extra-budgetary and budgetary funds, insisting on and enhancing extra-budgetary funds management and supervision system, properly regulating and guiding the management of ultra-system fund are the three key measures. |
