Personnel Assessment is a core constituent of Human Resources Recruiting .After the written examination, interview and the psychological test, Human Resources Recruiting enters the decisive stage —Personnel Assessment. Personnel Assessment refers to the utilization of advanced science and technology to test each kind of talented person's education, ability, tendency, workmanship, and potentiality. Personnel Assessment is one kind of t science, as well as technology. Its object is not the abstract person, but is the internal quality and the achievements which displays in the whole activity of individuals. On the base of the present situation of the domestic and foreign Personnel Assessment, the thesis conducted the research on the establishment of Personnel Assessment system in the Human Resource Recruiting process.Based on domestic practice and overseas progress, the thesis discovered that the traditional methods could not meet the needs of the present situation, because the talented person is multi-dimensional, characteristic, dynamic and emotional. So it is believed that for Personnel Assessment there is a development tendency, which carries the non- quantification information to the quantification, with the aid of the certain technology.According to the belief that, "Personnel Assessment is the premise and foundation of Recruiting" , and the enterprise human resources reality , the thesis proposed fuzzy synthesis appraisal .Having made the analysis of talented person' own characteristic, and the basic quality , with fuzzy mathematics and the leve analytic method, the thesis proposed the principle , steps and methods of formin the index-system of Personnel Assessment. In the index-system, there were both the qualitative standards and the quantitative standards, both the relativity and the dynamic tendency. Having used the fuzzy synthesis appraisal to establish the synthesis appraisal mathematical model, the thesis has conducted the applie analysis results to the research.In this thesis , the author took the illustration of one company which wanted to locate its project manager in the Human Resource process, and used the Delphto select the basic index of the project manager as foundation establishment project manager index-system;Use the AHP to give the indexes percentage taken and make the index more practical with the aid of Fuzzy subordination. The Established project manager fuzzy index-system may be used to inspect the object to the quantitative and qualitative, relative and absolute, precise and the fuzzy inspection, and is a method of high effectiveness. The result of this method was different from that of interview. According to the coordination between two methods, the thesis tried to provide another effective and scientific method for Personnel Assessment in the Recruiting.
