Three-level curriculum management system is an important content of the contemporary curriculum reform. Firstly, it is considered means curriculum powers will be shared equally among the related subjects; secondly, it is considered only means curriculum powers are assigned between the previous subjects again, and teachers in primary and middle schools still have no curriculum power. In fact, teachers in primary and middle schools own some curriculum powers throughout. Studying the curriculum powers of teachers in primary and middle school benefits to raise teachers' curriculum power consciousness and improve the curriculum reform.The current situation of primary and middle school teachers owning curriculum powers is not optimistic as expected. Teachers in primary and middle schools should own curriculum-making power, curriculum decision-making power, teaching material selection power, curriculum teaching material selection supervision power, curriculum-examination power and curriculum-evaluation power as well as curriculum-implementation power.When probing these curriculum powers, we should fully consider the different situations respectively related to national curriculum, local curriculum and school curriculum. We cannot simply think that teachers in primary and middle schools should own one certain curriculum power, but should respectively probe whether they should own this curriculum power in national curriculum, local curriculum or school curriculum.Teachers in primary and middle schools owning curriculum powers is not only the intrinsic requirement of education operation, but also the requirement of curriculum reform and teachers professional development. System guarantee, society help and school support are the advantageous extrinsic conditions. In addition, teachers need make adjustment from concept to practice so as to adapt them to new changes.When teachers in primary and middle schools implement curriculum powers, they should mind: firstly, they cannot misuse the powers; secondly, they cannot ignore their powers; thirdly, they should know how to implement the powers after they owning them.
