Since the reform and opening up and the building of the market economy, the reform and development of higher education have made significant achievements. Chinese education system has been greatly changed. So far a new system with the government taking main responsibility and the society and individuals participating actively has been taking shape. The reform of education system is the demand of the social development. Firstly, as the nine-year compulsory education has been widely universalized, the demand of higher education is much more increasing. Secondly, with the development of modern industry there is an increasing demand for highly educated people. At the same time Chinese government adopted the policy"encourage positively, support strongly, lead rightly, and act on legally"Under such an situation Chinese private higher educational institutions have appeared and greatly developed. Over two decades of development, thousands of students have been trained and educated through such a channel and made the obvious contribution for the development of our country. At present it has become an important part of Chinese higher education. In the new century under the situation of globalization and Chinese economic development our country's higher education has switched from elite education to mass education. Private colleges will get more opportunities and space to develop. And for greater development of private higher education our State Educational Committee has authorized some of the private colleges more rights for their development. However, as private colleges don't have the equal rights with state-owned colleges, it is hard for them to compete with public colleges in some aspects, such as enrollment, employment and there is a general prejudice among people for the quality of private colleges.
