From the reform and opening-up of China, the private higher education of our country has developed for many years. During this time, the quantity and scale of private higher learning institutions become larger and larger. As the proportion of the population that receives higher education becomes larger and larger, private higher education plays an important role for the formation of the variety of higher education as an important school-running model. While the quantity and scale of private higher learning institutions are increasing at amazing speed, some problems are covered, such as fund shortage, instability of teachers, and low employment rate of graduates. In such situation, how do the private higher learning institutions implement sustainable development?The quality will not be improved along with the increasing of quantity. As we know, the education quality is the core of higher education, which is also the core to private higher learning institutions. If private higher learning institutions want to implement sustainable development in fierce competition, what they should do first is to emphasize the education quality. Simultaneously external environment is the survival foundation of private higher learning institutions. Good external environment is also a required condition to the sustainable development of private higher learning institutions. This research will introduce how private higher learning institutions implement sustainable development via improving education quality and external environment.Education quality is the key point to achieve sustainable development, so this research focuses on education quality. During the development, private higher learning institutions need to get the information of internal and external factors, evaluate the affection of these factors, and make the adjustment to form their own feedback-and-improving mechanism.For the internal development of private higher learning institutions, base on Customer Satisfaction Theory and Service Quality Theory, this research uses questionnaire to investigate the satisfaction of the students and teachers at several private higher learning institutions in Liaoning province, and find the internal problems via data statistics and analysis. SPSS is used to collect the population characteristic data of students and teachers, analyze the affection of these population characteristic factors to the satisfaction to school, and prove the assumptions of this research. Simultaneously this research analyzes and finds the constituent elements of the satisfaction to school. At the end, this research gives a action priority matrix to tell private higher learning institutions how to take actions. In the action priority matrix, the items in "high important-high satisfaction" are the advantages of institutions and should be kept; the items in "high important-low satisfaction" area are the challenges to institutions and should be paid more attention. According to this principal, this research gives some suggestions including emphasizing the construction of teachers, improving the education quality, producing benefits of logistics services and enriching the culture of school.For the external development of private higher learning institutions, this research uses comparison method to study the experiences of US and Japanese private higher learning institutions in three factors of laws, national promotion policies, and the government management. At last, this research gives some suggestions about how to create suitable external environment of private higher learning institutions.
