The teacher appointment has existed in the management system of teachers for a long time. With the deepening of reform and the construction of the socialism market economic system, the pitfalls of this system becomes more and more prominent and they are not suitable for the requirement of economic system and educational system reform. Therefore, it is necessary to construct the personnel management system suitable for socialism market economic system, political system and scientific system to promote the employment system of the primary and high school teachers. The employment system of primary and high school teachers was implemented in 2001. There is an active probe into the reform of the employment of primary and high school teachers in every county and district. It has generated positive results in the area of perfecting and encouraging teachers to develop. However, a lot of problems such as inadequate updating the notions of the administrators in education administrative departments and local government , not perfect reform measures, the not precise checking of teachers, not smooth channel of talents' mobility and not perfect social security system do exist. All these problems affect the implementation of this system. This paper analyzed the problems in implementing the employment of primary and high school teachers, collecting the previous research literatures about the employment of primary and high school teachers and the successful experience of developed countries and posed the countermeasures to perfect the employment of the primary and high school teachers. The measures are as follows.1. Promote in a wider area, integrate thinking and strengthen the reform sense.2. Implement the system of teacher qualification in the light of laws to lay the solid base for implementing the employment of the primary and high school teachers effectively.3. Strictly check the employable number and make the employment policy reasonably.4. Take the comprehensive reform measures to ensure the successful implementation of the teacher employment.
