As a result of the examination-oriented education, China's present primary and secondary education prevails the tendency of one-sidedly pursuing admissions rates. Schools attach importance to intellectual education, to score, looking down on the training of students'capacity. In order to pursue high score, they did not hesitate to dive into significant manpower, material resources and time and constantly increase the academic burden on students, which seriously affected the overall quality of students and harmonious development. This state of affairs has not fully fit the development of China's economic needs. With the advent of the new century, mankind is approaching a new era of the knowledge economy. Human economic development would be more dependent than ever on knowledge production, dissemination and application. Knowledge will become the driving force of our economic and social development. Science and technology, especially high-tech will be an important part of social life and will become an important force in promoting social progress. This profound social change raised strong challenge to the basic education curriculum development. It requires education, especially the curriculum, to make timely sensitive response. In order to train talented people that the new century social, political and economic development needs, to ensure the quality of the new century education, we must change under the new century social studies to explore the basic education curriculum reform.The high school curriculum reform began from 2004. After more than a year of practice, they found the new curriculum ideas are not easy to implement and many problems exist. The acceptance of the new curriculum's concept is only a recognition and it has not become a quality of teachers. To change ideas into people's quality is not enough if one only has a recognition of such concepts ,one also need to further the perception about this idea. This perception is the most effective only in practice. Classroom is the "terminal" of education. If the new curriculum ideas are not ultimately implemented to classroom teaching, reflected in classroom teaching, then, the new curriculum reform cannot be successful. From a historical point of view, the problem that some of the major curriculum reform cannot be achieved ultimate success basically lies on this.
