Education is a general and sternal social phenomenon and practice. Among our present school educations, on one hand, the foreign reward education is affirmed, accepted and applied according to facts. On the other hand, as tendency, the foreign punishment education is unobjectively, unscientifically and unanalytically criticized. This paper explained the following viewpoints based on the positive and negative reinforcement theories which were proposed by B · F · Skinner who is a new behaviorist and were first applied to enterprise by management education. Firstly, the positive and negative reinforcements and reward-publishment education of the new behaviorism-stimulating theory can be applied to our school education as well. Secondly, among our present school educations, the goals of reward and publishment educations are united. That is, they make the students progress and develop, they are important means of educating the students, and they cannot be biased and revoked though the reward---punishment education is a conflicting unity. Finally, among our present school educations, the problems and reasons of reward-punishment education should calmly and rationally recognized and applied so that the reward-punishment education develop toward scientific and art direction and play its roles in our educations.This paper divided into three parts.First, behaviorism-stimulating theory and its application in enterprise management. Firstly, old behaviorism-stimulating theory and its application in enterprise management. Secondly, new behaviorism-stimulating theory and its application in enterprise management. Thirdly, behavior-modification stimulating theory and its application in enterprise management.Second, the behaviorism-stimulating theory and the reward education of school to students. Firstly, the basic forms of reward education to students among present school educations. Secondly, the main problems of reward education of present school to student and the formation and application of relative scientific reward education to students.Third, the behaviorism-stimulating theory and the punishment education of school to students. Firstly, the basic forms of punishment education to students among the present school educations. Secondly, the main problems of punishment education of present school to students and the formation and application relative scientific punishment education.
