Current status of the career development and expertise improvement of university teachers demonstrates that intermittent, isolated pre-career trainings are not capable of providing all qualities required for teaching positions but, on the contrary, that such trainings should be continuous, comprehensive endeavors that last for life. To enhance the teachers' professional faculty and develop their potentials in a comprehensive way, new dimensions of the teachers' career development should be identified based on the discovery of appropriate guiding principles. To achieve this, the personal development plans of the teachers should be well coordinated with that of the university, certain organizations set up, proper mechanisms established, management and incentive systems introduced, the teachers' needs for well-being satisfied, self-driven development of the teachers focused on, teaching and researched taken as central tasks, the teachers' expectations respected, and, finally, their life value fully achieved. Only after this can an ideal win-win situation be attained between the overall development of the university and the individual career success of the teachers with the combined efforts of them both.Higher education institutions should take as their obligations producing learning teachers with learning sub-divisions as the media and the individual development as the destination, so as to promote learning organizations. Concepts regarding learning organizations and career development should be abstracted from analyses of the current status, characteristics and rules of career development of universities to elaborate into development and management theories with contemporary characteristics, which, in turn, will be used to identify the starting points for comprehensive, coordinated and sustained development of the teachers. This thesis is 1) a study of the current status of the individual career development of university teachers as well as its theoretic bases, necessity, feasibility and basic strategies, and 2) an attempt to identify, as a support to and practice mode for the theories regarding career development of universities, a management mechanism that complies not only with the reform of higher education institutions but also with the necessity of the development of the teachers themselves.
