| The final aim of basic education reform is to improve the performance of schooling. In the decade, the nations of world have been constantly attempted to reconstruct and devolve the public schools. The goals of those reforms are to improve education and promote the performance of education by introducing "market" to education, strengthening choice in education and requiring redistribution of school rights. It is fairly noticeable that the existence of Charter schools in the US would be decided by whether they can achieve the goal of performance in the "charter". As to the similar issue existed in the basic education between China and the US, this paper is to pay attention to the campaign of the US charter schools and study the performance of the charter school from the aspect of the legislation of the charter school. Based on the study above, it would deepen the understanding of the education reform oriented toward the marketing, and provide valuable experiences for the reform of the basic education in China.The article is consisted of six chapters. The first chapter is introduction which briefly describe the article's background and significant of the study, summarize general situation about the field in the world, explain the study methods adopted in the paper and limitation of the study. The second chapter is to explore social background of the charter schools attendance by historical outlook. US charter schools' emergence are own to the following factors: US traditional public basic education level are increasingly descent, the campaign of choice in education that rised in the 1960s are developing, the theory about education with marketability rises and the theory about school-basic administration is put forward. The third chapter is to illustrate the charter schools' characteristic and classify the charter schools into three types of charter schools from the different legislation of the charter school which are divided by how much charter schools get the autonomy in the legislation of the charter school. The three types of charter schools are followings: independent schools, contract schools, super-site-based management schools. The fourth chapter is to discuss the performance of three types of charter schools. The fifth chapter is to analyze of US charter schools from three aspects. The three aspects are charter schools' autonomy, resources and public relationship. The sixth chapter is the article conclusion. The study find threeconclusion: unique characteristic of charter schools will help to settle the traditional public schools' defect; different type charter schools will lead to different performance; charter schools performance are impacted by multi-factors' reciprocity. At last, incorporating the basic experience of Chinese basic education, the suggestions to push on the reform of basic education in our country is clarified. |
