In 1999 the reform of the new basic educational course was start off with the third national educational meeting held. Whether the reform of the course is successful should mainly depend on whether to put the course into effect. And the classroom instruction is the main ways of carrying out the course. Since the moral education has its own bright class nature and politics nature, it makes the teaching lessons unilateral. And it emphasizes the outer value and ignores the inner value.
