Paying close attention to the research of management by the administrator on the senior level of enterprise human resources development at present. Besides, the university, especially is bearing the high professorship colleges offered to the applied technician to the society, under facing the fierce source of students competition and pressure on the careers market, realize that carries on the importance with of human resources management and development of our unit scientifically more and more. Can even say like this , the management level of the human resources management and development determined the market competitiveness of the colleges of a professorship , and will determine the existence and development of a professorship colleges finally. Study and analyse about the current situation of human resources of M professorship college and question existing conscientiously in the core of this paper, and relevant theory about Organization Behavior and Human Resource Management and Development etc, carry on the exploration of the system quality to the human resources development and management of M professorship college, expect that can offer some reference and proposed with the management to the human resources development of professorship colleges of the west area . This paper is as the starting point with the challenge that faces to the professorship colleges at present and analysis of the opportunity, in the question existing to M professorship college's human resources management and development respect carries on the foundation of analyzing,prove that doing human resources development well will overcome the sympathetic difficult importance to facing to the professorship colleges at present with the management. Combined the relevant theories of the human resources at last, carried on the exploratory system to design in human resources development and management respect to M professorship college mainly. This paper divides four chapters altogether. Chapter one carry on in-depth analysis to challenge and opportunity that the professorship college face at present, prove that does a good job of the human resources development and management of the professorship colleges, can impel and form the key competitiveness of the professorship colleges ,form the effective encouragement of teaching and administrative staff and bring about an advance in its job, promote the professorship colleges realizing that it really train and send the applied people to the society, should impel the teaching and administrative staff of professorship colleges to form the high quality human resources and give play to the role of its , must carry on the optimization and design of the human resources management system in the colleges at first , found a kind of system environment helping staff to grow up and developing in organizations, carry on the encouragement with rational science to a person, promote staff giving full play to their latent energy,could reach performance-based objectives of staff and organize the unity of the goal finally . Chapter two through anding develop the current situation with management to analyse to the human resources of the professorship colleges, point out the question existing comparatively generally in the professorship colleges, lag behind such as the idea,with less than location of understanding of management to human resources development;The mechanism lags behind, lead to the fact that the human resources are wasted; The question that management system and office procedure exist; Lack of the teacher of technical practical, has seriously restricted development of professorship colleges etc. Then make a concrete analysis of the M professorship college's human resources at present situation ,prove the question that M professorship college exists mainly is that human resource management thinking and method are rigid; it is still unreasonable that personnel dispose ;employ systems and implement it incompletely; fail to carry on the rational reform to the distribution system of t...
