A good principal is a good school .The principal role has become ever more crucial today, in carrying out the quality education and implementing education innovation all over the country. According to the policy of country's personnel system reformation in institution, great reform has been made in the principal personnel system ever since 1998 in Shanghai. Principal official rank experiments first have been conducted in two selected districts in Shanghai.At present, a principal official rank system has been employed in all primary and middle schools all over the city. The policy of this is bound to influence the development of education in Shanghai profoundly, and will also provide precious experience for the principal personnel system reformation in primary and middle schools in China.This thesis focuses on how to further polish the policy after the carrying out the principal official rank system in Shanghai to promote the principal's ability in administration continually.This thesis is divided into five sections. The first section totally illustrates the general situation in carrying out the principal official rank system in Shanghai. It analyzes and classifies the development, the policy and the evaluation in the principal official rank system in Shanghai, in order to summarize the experience in the principal official rank system in Shanghai to pave the way for the following sections.The second section makes a further investigation of the principal official rank system via both questionnaires and interviews The investigation reveals the great achievements and the shortcomings in the principal official rank system. The third section classifies and summarizes the above great achievements and the shortcomings and analyzes the shortcomings from the policy point of view. The fourth section summarizes the characteristics in American middle and high school principal evaluation and try to find out what we can learn by the comparison between American principal evaluation system and the principal official rank system in Shanghai. The fifth section puts forward some suggestions from its inner and outer systems focusing on the shortcomings in the principal official system and tries to form a basic theoretical frame for the principal official rank system.
