Teacher evaluation is the important part of the educational and didactical activities in the basal education and it is the difficult problem in the field of the theory and practice of the educational management. The teacher evaluation should be the effective approach of improving the teacher's development and the quality of teaching in theory, whereas it has become a fatal segment of the basal education, especially for the new curriculum innovation. It is the weighty matter to afresh the concept of teacher evaluation of the basal- educational innovation.From the characteristics of the times and the background of the basal-educational innovation, the dissertation analyses the main problems of the conventional teacher evaluation and the reasons why the problems come into being. The thesis researches the inevitability to innovate the teacher evaluation on the basis of unscrambling the developmental teacher evaluation connotation and brings forward that establishing the concept of the developmental teacher evaluation is the ultimate choice in the teacher-evaluation reform in china, and presents the feasible project to carry out the developmental teacher evaluation.The thesis comprises four parts:Part 1: Analyses the main problems of the conventional teacher evaluation in the basic education that the aim is to punish the teacher who has not passed the assessment or to reward the people who gets excellence. Researches the reasons why the problems produced at the two angles: inside and outside of the education.Part 2: Unscrambles the essential connotation of the developmental teacher evaluation and analyses the multi-angle supports in the theory from the views of the philosophy, pedagogy, psychology, management science and so on.Part 3: Explains that it is very necessary to reform the conventionalteacher evaluation through the analysis the characteristics of the current society, the practice of the basal-education innovation and the development of the teachers themselves. Then puts forward that it is the ultimate choice to establish the concept of the developmental teacher evaluation about the innovation of the basic-education teacher evaluation in china.Part 4: Explodes the feasible tactics to actualize the developmental teacher evaluation through the researches on the evaluation concept, basic principles, evaluation environment, evaluation criterions, evaluation contents, evaluation methods and the evaluation conclusion.
