| Our educational career has been greatly changed due to the emergence of network. Multimedia and network technology took fundamental change to educational ideology,conception,model and method etc. In basic education,network technology developed educational space greatly,changed the relationship between teaching and learning and also enhanced the student's motive and efficiency in learning.This article is mainly about the importance of the use of network and how to enhance the construction of network in education.The learning theory about constructivism is introduced briefly in chapter one,also the theory about behaviorism and cognitivism. The character of network-based learning is given in this paragraph. Five net-based learning models are introduced. From these theories conclusions are drawn out that network-circumstance provides important term for the use of constructivism in education and modern educational innovation support constructivism and network-based learning. At the end of this chapter,the educational innovation in our country is briefly described.In chapter two,America,British are taken as examples to describe different countries' network-related education objects and detail methods. The highlight of this chapter is the important use of network in education and its contribution to education. Compared to the developed country's network construction,our country has many shortcomings. Digital Divide and the short of funds are the main factors,which restrict the construction of network. The students and teachers' cognition and applying ability also restrict it.The chapter three is the main part of this article,which expresses the author's viewpoint and attitude to the use of network in education. The construction of net-based basic school instruction should be analyzed in the following four parts:net-based teaching object,content,method and estimate.In order to make net-based instruction object,some request should be considered,such as satisfying the student's innovative learning,training all-round students etc. The topmost object of net-based-instruction is to foster all-round person through carrying out quality education. Net based-instruction object can be described in the following three parts:cognition,emotion and motion.The principle of developing net-based instruction contents includes three parts. The first part is the combining of self learning and collaboration learning;the second part is the combining of consecution and integration;the third part is the combining of content and object. The instruction contents can be divided into basic,developing and initiative contents. Basic instruction content is the foundation of developing and initiative contents,and initiative content is the object of the other two.The policies of net-based instruction have five facets. First,establishing in mind the modern educational concept;Second,training teachers and making them have related knowledge;Third,enhancing the construction of central educational technology office and exalting the position of related clerks;Fourth,paying more attention to the researchof software and the using of net work. At last,some policies can be put into use in schools in order to prevent the students from improper information and make full use of the net.The evaluation of net-based instruction is important,it should be considered as a whole and impersonality is essential. During the course of evaluation,we should give prominence to the importance of interactive and the construction of learning circumstance. The evaluation of related elements includes the students,the teachers,the system and the instruction contents. The evaluation of the students is the most important part.
