China is carrying out is't economic reform and opening- up policyin a deep-going way. This makes it an urgent task to solve the problems of all sorts under the old system. One of the most urgent ones is the old social security system. It has not only hindered reforms in other areas but also posed athreat to further economic development and social stabicity in China. It must be reformed as quickly as possible if further economic and social developments are to be attained.
