The development of economy and the progress of science and technology have placed higher demands on education and the educated, and the colleges and universities are thus confronted with a more competitive environment. To secure its position, an educational institution must be able to turn out quality talented people who can adapt themselves to and compete in the society and this can only be guaranteed by competent teaching staff. Faced by the pressure from the institutional environment and the need to stress the interest of the teaching staff, the decision makers of the colleges and universities must review their policies on human resources management (FIRM) so as to ensure that their quality teaching staff can really work with high efficiency and full capacity toward the realization of the management objectives.This paper is intended to reflect on the FIRM issues in higher education institutions from the perspective of the decision makers by introducing micro ?level J]1RM theories. The specialities, current status and existing problems and thier causes related to FIRM in colleges and universities are analyzed by using soft system approaches. It points out that one of the problems existed in the FIRM of higher education institutions lies in the fact that the decision-makers are frequently lack of a systematic thinking on I{RM and that it is necessary to remold their way of thinking on FIRM. For this, a decision-maker oriented model is suggested. Through systematic analysis of related problems, it is advanced that FIRM in cob leges and universities must be remolded in terms of both underlying philosophy and methodologies - To systemize the remolding of FIRM at the decision-maker level of the collegs and universities, related key issues are elaborated in this paper.The paper concludes that the goal of FIRM remolding at decision-maker level is to achieve a systemic integration of four political fields through the comprehensive employment of administrative approaches, market mechanism and team building efforts; to realize the shift of interest between the institutions and the teaching staff and to promote the shift in the policies and tactics related to FIRM through external requirements and internal standardization. In the process of this shift, the decisive factor is the management philosophy and value orientation of the key policy makers.
