With the further development of quality education, all-round development of students is set as the aim of university and college education. As an important part of comprehensive development of students, physical education in university and college has played a subsidiary role in the cultivation of needed personnel for our state-building undertaking. Currently, there are still some problems lie in public physical education of our nation s university and college. Here lists some of the problems: The teaching contents of our public physical education are relatively outmoded. The purpose of physical education is easily out of consideration. Moreover, the individual needs of students cannot be meet well. MOOCs provide, in large quantities, open net-courses, which are characterized of flexible learning time and unlimited number of students. These benefits cannot be brought about by traditional ways of education. Learners can make individual learning-schedule and learn in accordance with the personal table. MOOCs have brought about new opportunities for the improvement of public physical education, which embodies a vital way to push forward physical education in university and college.Problem-based learning(PBL model) can effectively improve students ability to gain and understand knowledge and also cultivate students ability to do self-learning, problem-solving and cooperation. The combination of problem-based learning and MOOCs of physical education in university and college has given a potential model to reduce the influence of less communication between teachers, students and that within students themselves. That is to establish physical education MOOCs in university and college under the guidance of problem-based learning model.The logical outline of this thesis is as follows. This thesis tried to analyze the existing problems in current physical education in university and college by the use of the theories of MOOCs and problem-based learning model, in an effort to find the root causes of the problems. Furthermore, this thesis made a combination of physical education courses, MOOCs and problem-based learning so as to establish a new model to conduct physical education in university and college. The aim is to boost the status of physical education courses, improve the course efficiency, enhance the educational purpose of the course and, all in all, help achieve the all-round development of the students.The three key points of the thesis are MOOCs, problem-based learning and physical education in university and college. The logical relations among the three points are as follows. There are many problems in physical education in university and college. Problem-based learning model provides a potential way to solve the existing problems, and then, the combination of PBL model and MOOCs may prove a breakthrough to solve the existing problems. This thesis takes the analysis of the existing problems in physical education in university and college as the starting point and combine PBL model with MOOCs. The final goal is to find solutions to the existing problems.The conclusion of this thesis consists of two main points. Firstly, MOOCs, a new model for net-course, has provided a treasurable chance to the development of higher education. Problem-based learning model provides a potential way to solve the existing problems in current physical education in university and college, which, to some extent, can theoretically change the recent situation of physical education courses in traditional university and college. This can also add to the attractiveness of public physical courses to students, build up students cooperative awareness, life-long working out awareness and relevant capabilities, thus helping students to improve in a constant way. Secondly, there are some problems with establishing physical education MOOCs in university and college under the guidance of problem-based learning model. In the university and college s management level, there is a lack of support to the course reform of physical education. As for the teachers, there is a lack of understanding on MOOCs and PBL. In terms of the course itself, how to combine MOOCs and PBL with the characteristics of physical education is a challenge. In the aspect of course system, how to combine with traditional course still remains to be explored. In course orientation, whether the new course model is oriented right will influence the outcome of the course application. In the sphere of course development procedure, initial phase is not mature while the course effectiveness needs to be further tested. To address the problems in the course establishment, some necessary measures need to be conducted to ensure the smooth application of the course. The measures are here: improve the recognition of important role of public physical course, strengthen the propaganda of physical education curriculum reform, improve the overall quality of PE teachers, increase the input to curriculum reform, make use of advanced educational information technology, establish a scientific evaluation mechanism of teachers, lead teachers to conduct curriculum reform, constantly sum up the experiences of curriculum reform and actively learn from the experiences of international practices.
