Private non- academic vocational education refers to the social organizations or individuals, except for the state organs, to use the state financial funds to hold short-term vocational skills education activities which do not have the qualification diploma.This essay is on the policy on private non- academic vocational education. In this essay,in accordance with the three parts “policy permission, policy support, policy regulation” of the study system, the policy in Chengdu, Sichuan Province is taken as a case, to draw the path of perfecting and the improvement of the policy.In recent years, the development and reform of our country refreshes the social demands,in order to meet the employment and people’s growing cultural needs.The investment of social capital in education has risen gradually. The demand of“ more important in skills than diploma ” raises employment and interests. This tendency has increased the growth of private non- academic vocational education. Private non-academic vocational education has become an important part of China’s national education system. It plays a positive role in improving the macro structure of education and the system of school running.However, due to the shackles of institutional mechanisms and traditional mode of thinking, the living space of the policy to the private non-academic vocational education is limited, but there are still a lot of inadequate problems in the policy operation. Private non- academic vocational education organizations are still the results of monetary pursuit. As the megapolis in western region, the present situation of private non- academic vocational education in Chengdu is as follows: excellent, but difficult. Firstly,the particular case is the enrollment number is not higher than that in actual operation; Secondly, managers of educational organizations hope that the government reduces the annual inspection procedures. They look forward to the government earmarks, funding to enhance the level of private non- academic vocational education teachers; Thirdly, they hope that the promotion of the private non- academic vocational education by government, will establish a positive image of the private education and so on.This essay reviews the present situation of private non- academic vocational education in our country, Sichuan Province and Chengdu, as well as the study of the policy domestic and overseas. From point to surface, private non- academic education organizations and competent department in Chengdu are taken as investigated objects to analyze.This essay adopts three methods in the exploration and construction of the private non- academic vocational education in Chengdu and the relationship with the government departments. First of all, use literature method. Read Sichuan Provincial Academy of social sciences library related information, browsing the CNKI database, Wanfang database, mainly the documents in Chengdu Human resources and social security. Understand the government deployment of private non- academic vocational education in our region. Besides, take the interview and questionnaire survey method. Analyze through the expert interview and questionnaire survey to understand the private non- academic vocational education managers’ aspirations, to understand the competent departments’ guidance and hope of private non- academic vocational education. In the end, use the statistical analysis, taking the questionnaire survey data through the table and other tools to analyze deeply.There lies the three innovation of this eassy: Firstly,the object itself. Taking private non-academic vocational education policy which has never been studied as the object, playing a role in filling the blank and in the further study; Secondly,the study angle. We can classify the private non- academic vocational education policy into policy permission, policy support and policy regulation to analyze; Thirdly,the policy suggestions. Take the empirical study as the clue, to combine with the literature summarized problems in the study. Look into the lack of private non-academic vocational education policy, and put forward the corresponding suggestions for improvement.
