Since 1980s, the private education has been restored and developed in China. The development of private education causes the transformation in the area of education and the renewal of educational concepts. Before 2003, the practice of our private education has been walking in front of educational legislation. Until"the Promotion of Private Education in China"in 2003, which is the symbol of the basically and legally establishment. The private education brings the sound development of Chinese private and the whole education. And it makes up the insufficient of the public education, satisfies the needs of educational choices, increases the multiplicity and selectivity of educational supplies, impels the reform of educational system, causes the development of school main body to the multiplicity and pours into the vigor for the educational development. However, in the practice of the private education, there are some policies that are not suitable for the real situation, such as the execution of some related encouraged policies is not effective, and even the deficiency of some policies and governmental managing. These problems restrict the sound development of our private education. The realization of the private education is the key to the whole education. No private education, no good educational resources disposition.This article takes the private senior school as the main point, tries to begin with the analyzing of Chinese private educational policies, consults French, American and Japanese and four Chinese districts(such as Hubei Province)private educational policies, and investigates and analyses the private senior schools'recruitment of students Changchun from 2000 to 2005. This article studies and analyses Chinese private educational policies'effect to the private senior schools, and poses several suggestions to impromving our private-owned educational policies.
